The project: efficient form handling through no-code/low-code

The Swiss Federal Office of Information Technology (FOITT) set out to build a central platform that would let other federal offices handle digital forms efficiently through a no-code/low-code solution. The central challenge was creating a flexible, secure and scalable form service on top of Form.io that meets the demanding requirements around login (eIAM/OIDC), role management, and integration into the FOITT’s system landscape.

The solution: tailored integration and full-stack engineering

devs group supported the project comprehensively from the start through go-live and beyond, and laid the foundation for a flexible, future-proof solution.

Core architecture and scalability: we built a tailored solution on top of the open-source Form.io platform. The chosen architecture, with self-hosted Form.io containers on OpenShift, makes the solution highly available and scalable, and delivers maximum flexibility despite standard software underneath.

Security and user management: we integrated a dedicated, usable frontend (Angular, TypeScript) with secure login through eIAM and OIDC. That includes fine-grained role and permission management, plus the ability to publish forms for public, invited or authenticated users.

Efficient administration: we built a backend and an administration dashboard that lets administrators create, manage and publish digital forms easily, and configure multilingual content and email notifications.

Collaboration: devs group shared project leadership and stood out for finding solutions quickly, adapting to the FOITT’s specific system landscape, and staying within the scope of the mandate.

The result: greater efficiency and standardised data collection

Why a no-code/low-code solution for the federal administration?

Because the individual offices should be able to create and change forms themselves, without starting a development project for every adjustment. Form.io supplies the construction kit; the form service around it handles what the administration genuinely needs: login through eIAM/OIDC, roles, multilingual content, publication.

How strict are the federal security requirements?

Strict, and rightly so: authentication runs through the central identity solution eIAM with OIDC, forms can be published specifically for public, invited or authenticated users, and permission management separates creating, administering and evaluating cleanly.
